 Italy: 82,705 new work permits announced for 2023

A limited number of work permits are issued each year in Italy for employment in certain sectors. In this regard, a number is legally fixed for each sector called quota, in the local language it is called "decreto filosi". For this year, the law was published in the Official Gazette on January 26, 2023, setting the total quota available for 2023 at 82,705.

Most of the available quotas are only available to citizens of the following countries, which have signed specific migration cooperation agreements with Italy:

Albania, Algeria, Bangladesh, Bosnia and Herzegovina, Egypt, El Salvador, Ethiopia, Gambia, Georgia, Ghana, Guatemala, India, Ivory Coast, Japan, Kosovo, Mali, Mauritius, Moldova, Montenegro, Morocco, Niger, Nigeria, Pakistan, Peru, Philippines, Republic of North Macedonia, Senegal, Serbia, South Korea, Sri Lanka, Sudan, Tunisia, and Ukraine.

In addition, some quotas are reserved for citizens of countries that will sign cooperation agreements on migration during the year 2023, while others have no such restrictions.

The 2023 quota distribution is as follows:

▪︎ 44,000 seasonal workers in the agricultural and tourism sectors for nationals of countries that have an existing cooperation agreement on migration listed above.

Of these, 1,500 are for those who have had a seasonal job in Italy at least once in the last five years and 22,000 are for the agricultural sector only.

▪︎ 30,105 seasonal workers in goods transport, construction, tourism-hotels, mechanics, telecommunications, food and shipbuilding.

Of these, 24,105 are for nationals of countries with an existing agreement listed above and 6,000 are for nationals of countries that will enter into an agreement during 2023.

▪︎ 7000 to convert some other residence permits into subordinate and independent work residence permits, such as for students, etc.

▪︎ 1000 for those who have completed training and education programs abroad as approved by the Ministry of Labor and Education.

▪︎ 500 for independent workers such as entrepreneurs, freelancers, start-ups, professionals, famous artists and directors and auditors of Italian companies.

▪︎ 100 for those living in Venezuela of Italian ancestry, with one of their parents having a third-generation relationship with an Italian citizen.

Applications for permits under the “Decreative Flow” for the year 2023 can be submitted online from 27 March 9.00 am to 31 December 2023, provided quotas are still available. 60 days after the opening of the quota, the authorities may decide to change the sub-division of these quotas.

Frequently used permits for highly skilled or highly qualified employees, such as the EU ICT permit, the non-quota work permit for intra-company transfers and the EU Blue Card, as well as permits for foreign service providers for the aforementioned quotas are not subject.

Companies that are eligible for quota work permits for their employees should prepare their applications for 2023 work permits under the quota system before March 27 and send them online to the Ministry of Home Affairs on March 27 at 9.00 am.

▪︎ It should be remembered that the Pakistani government has a special agreement with the Italian government for immigration, so there is a quota of 44,000 for seasonal employees of about thirty-three countries including Pakistan, in which almost half are for the tourism sector and half for the agricultural sector, and non-seasonal employees. The quota for thirty-three countries is 24 thousand one hundred and five. After the initial requests are received, the quota will be distributed among more than 100 provinces, meaning that the quota will be divided into a few units and will be filled by the requests received in the first one or two seconds. , it will actually be a kind of lottery in which millions of people will participate and visas will be issued to a lucky few.
